STEP 1 - Firstly open the command prompt form Start Menu in Run as Administrator mode.

STEP 2 - Type fsutil command in the CMD as shown below :-

Syntax - fsutil file createnew filename length


Example - fsutil file createnew E:geekwinky.txt 800000000

 NOTE - Size is in Bytes

change “E:” with your drive 
change “geekwinky” with your file name
change”.txt″ with your file extension
change “800000000” with your file size
